Prohibitory Orders Issued Across Goa Ahead of Zilla Panchayat Elections

District magistrates of North Goa and South Goa have issued prohibitory orders ahead of the forthcoming zilla panchayat elections to ensure peaceful polling and orderly counting of votes. The restrictions aim to regulate public movement, prevent disturbances, and facilitate smooth conduct of the electoral process across all constituencies.

The zilla panchayat elections are scheduled to be held on December 20, with counting of votes set for December 22.


Closure of Eateries Near Polling Stations

As per the orders, all restaurants, bars, tea shops, paan shops, eateries, dhabas, gaddas, and other food establishments located within a 100-metre radius of polling stations must remain closed from 6am to 9pm on polling day. Authorities stated that the move is intended to prevent crowding and maintain a controlled environment around polling booths.

The restrictions will also apply to counting centres from 6am until the completion of the counting process on December 22.


Restrictions on Public Gatherings

Both district magistrates have prohibited any gathering or congregation of more than five persons within 200 metres of polling stations in their respective zilla panchayat constituencies. Officials said the measure is necessary to prevent undue influence, intimidation, or disruption during the voting process.

The restrictions are applicable throughout polling hours and are meant to support free and fair elections.


Exemptions for Essential and Official Duties

The orders provide exemptions for public servants on duty, including polling officials, magistrates, police personnel, and government staff authorised for election-related work. Additionally, the prohibitory orders will not apply to bona fide marriage or funeral processions, as well as religious processions or functions.

Authorities clarified that these exemptions are intended to avoid inconvenience to essential and customary activities.


Penal Action for Violations

Officials warned that failure to comply with the prohibitory orders would invite penal action under Section 223 of the Bharatiya Nyaya Sanhita, 2023 (BNS), along with other relevant legal provisions. The administration has urged citizens and business owners to cooperate fully with election authorities.

Strict enforcement measures are expected to be in place throughout polling and counting days.


Counting of Votes on December 22

The counting of votes for all 50 zilla panchayat constituencies in Goa is scheduled to conclude on December 22. Authorities have stated that adequate security and administrative arrangements are being put in place to ensure transparency and smooth completion of the electoral process.

Election officials have appealed to voters and stakeholders to adhere to the guidelines and contribute to peaceful elections.
