The State Election Commission (SEC) has officially announced that Goa will hold its Zilla Panchayat (ZP) elections on December 20, 2025. A total of 50 district-panchayat constituencies in North and South Goa will go to polls, with over 8.68 lakh eligible voters exercising their franchise. The announcement comes alongside the immediate enforcement of the Model Code of Conduct (MCC), ensuring free and fair elections across the state.
Electoral Rolls, Seat Reservations, and Polling Infrastructure
The SEC has finalized the electoral rolls, which were adopted from the Goa Legislative Assembly rolls as of January 1, 2025. In North Goa, there are nine seats reserved for women, seven for OBCs, and one each for Scheduled Castes (SC) and Scheduled Tribes (ST). South Goa has ten seats reserved for women, six for OBCs, and five for STs. Overall, the state has established 1,284 polling booths, with 658 in North Goa and 626 in South Goa. These measures ensure a smooth voting experience and uphold inclusivity in representation.
Nomination and Voting Schedule
Candidates can file nominations between December 1 and December 9, 2025. The scrutiny of nominations is scheduled for December 10, after which campaigning will intensify ahead of polling day. Voting will take place on December 20, 2025, with counting and results expected on December 22. Voting will be conducted by ballot, continuing Goa’s tradition of robust and transparent electoral processes.
Political Context and Significance
The Zilla Panchayat elections serve as a precursor to the Goa Assembly elections scheduled in 2027. Political analysts suggest that these local elections could provide insights into voter sentiment and the performance of parties at the grassroots level. In the last Assembly elections of 2022, the Bharatiya Janata Party (BJP) secured 20 seats, the Congress won 11, the Maharashtrawadi Gomantak Party won two, and the Aam Aadmi Party captured two. Independent candidates also claimed three seats.

Ahead of the elections, the Goa Pradesh Congress Committee (GPCC) conducted a comprehensive training-cum-awareness session on the Special Intensive Revision (SIR) process. GPCC emphasized the importance of protecting every citizen’s right to vote and resisting attempts at voter manipulation.
