Andhra Pradesh Approves ₹96,000 Crore BPCL Refinery and Petrochemical Complex: A Landmark Industrial Investment

The Government of Andhra Pradesh has granted formal approval for Bharat Petroleum Corporation Limited (BPCL) to establish a ₹96,000 crore Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port in Nellore District.

Under Government Order No. 180, the State has agreed to extend financial support covering up to 75% of the capital expenditure. The approved package includes a 43.5% capital subsidy, a 100% refund of GST during the operational phase, refunds of SGST and the State’s share of IGST/CGST during construction, and full exemptions from stamp duty and registration fees.

The upcoming refinery, to be completed by 2029, will span over 6,000 acres and is projected to generate approximately 7,000 jobs — including 3,400 positions during the construction phase and 3,750 during operations. With this investment, Andhra Pradesh aims to strengthen its industrial base, enhance its energy security, and create a sustainable ecosystem for related sectors such as petrochemicals, logistics, and manufacturing.

This initiative underscores the State Government’s commitment to facilitating large-scale industrial projects, promoting employment, and positioning Andhra Pradesh as a leading destination for energy and infrastructure development in India.
